Regarding your query, "But how can i associate the local repository with central, is it thru DS designer or is it possible via repository mgr or Server manager?"
Solution: Please create a Secure Central Repository and then add in Central Management Console and then provide rights to that particular user (Administrator),
And then login in "Data Services Management Console" and create Group and user and add it.
then login in Local Repository of Data Services Designer
Go to Tools and click on Central Repository and add your Secure Central Repository details and Data Services Management Console user details and then activate it

and regarding your next query "Even though i successfully registered my local repository, still i am unable to see via DS designer, i want to login to the local repository please kindly help. Is there a way i can associate this local repository with central repository prior to accessing DS deisgner?"
Solution: Please check using Administrator User Id and also check the rights and security created for that user you are not able to login, and if that not work add your user in "Data Services Administrator Group" and then check in Data Services Designer.
